JOINT PARLIAMENTARY COMMITTEE ON FOREIGN AFFAIRS AND FOREIGN TRADE

Terms of Reference

1.	Keep under constant review the development and implementation of Barbados ' political and economic external relations.
2.	Receive reports and recommendations from the Minister of Foreign Affairs and Foreign Trade and other relevant authorities.
3.	Send for persons, papers and records.
4.	Appoint specialists and experts as advisors to the Committee as deemed necessary.
5.	Meet concurrently with other departmental committees to exchange information and views.
6.	Receive oral and written submissions from members of general public concerning matters relating to foreign affairs and foreign trade.
7.	Examine bills/legislation pertinent to the Ministry of Foreign Affairs and Foreign Trade and any other matters referred to it.
8.	Report recommendations and findings and submit such reports and findings to the Honourable the House of Assembly from time to time as may be considered appropriate.
9.	Convene at least once every quarter.
10.	Perform any other functions and tasks that may be referred to the Committee.

GOVERNMENT BUSINESS

Hon. Miss H. E. Thompson: To move the passing of a Resolution to rescind the Resolution passed by this House on the 11^th May, 2004 approving the compulsory acquisition by the Crown of the parcels of land situate at Queen Street, Speightstown in the Parish of Saint Peter in this Island for the provision of an access road to the beach.

Notice of this Resolution was given on 19^th August, 2005.

Hon. Miss. H. E. Thompson: To move the passing of a Resolution to approve in accordance with section 5 of the Land Acquisition Act, Cap. 228 the compulsory acquisition by the Crown of the parcels of land situate at Queen Street, Speightstown in the parish of Saint Peter in this Island, for the purpose of providing an access road to preserve the traditional access of the residents and to allow vehicular access to the area particularly by emergency and service vehicles.

Notice of this Resolution was given on 19^th August 2005.

Farley: To move the passing of a Resolution to approve in accordance with section 5 of the Crown Lands (Vesting and Disposal) Act, Cap. 225 the vesting in the National Housing Corporation of a parcel of land, the property of the Crown, at 92 Wanstead Terrace, Saint James in this Island together with the dwelling house thereon for the purpose of disposal by way of sale.

Dr. William Duguid (Christ Church West): To ask the Minister of Social Transformation: Is the Minister aware that during the last administration some floodlights were installed at Ferniehurst, St. Michael but that there is need for a pavilion and community centre in the area? Will the Minister disclose if there are any plans for the provision of such facilities in the area?

If the answer is in the negative, will the Minister state how soon the Urban Development Corporation will convey such lots?

Dr. William Duguid (Christ Church West): To ask the Minister of Energy and Public Utilities: Will the Minister state: (a) whether his Ministry has any plans to improve the standard of bus service provided by the Transport Board for the residents of the Kingsland area? (b) whether his Ministry has any plans to improve the standard of bus service provided by the Transport Board for residents of the Lowlands area? (c) whether his Ministry has any plans to improve the standard of bus service provided by the Transport Board for residents of the Dayrells's road area? (d) whether his Ministry has any plans to improve the standard of bus service provided by the Transport Board for residents of the Rendezvous area?

Mr. Ronald Jones (Christ Church East Central): To ask the Minister of Education, Youth Affairs and Sports: 1. Will the Minister state (a) How much money has been spent to date on the infrastructural component of the Educational Sector Enhancement Programme (EduTech)? ((b) At what stage is the programme? (c) What is the schedule, if any, for the completion of the project? 2. Will the Minister also state (a) Whether there are any plans to introduce this programme at the Christ Church Girls' School? (b) If so, when will the infrastructural work commence?

(b) If the Minister is so aware, will the Minister state what plans, if any, his ministry has to address the problem and when will such action commence?

Mr. Richard Sealy (St. Michael South Central): To ask the Minister
of Health: 1. Will the Minister state (a) How many, if any fluoroscopies
have been performed at the Queen Elizabeth Hospital over the year
ended 6th March, 2006? (b) whether the number of fluoroscopies done
over the said year satisfied the need or demand for fluoroscopies, and
(c) if not, the reasons therefor? 2. Will the Minister state the amount, if
any of payments made to private laboratories by the Queen Elizabeth
Hospital and/or the Ministry of Health for the provision of barium enema
and barium meal tests for the year ended 6th March, 2006? 3. Will the
Minister state (a) How many, if any, angiograms have been performed
at the Queen Elizabeth Hospital ? (b) whether the number of angiograms
done over the said year satisfied the need or demand for angiograms,
and (c) if not, the reasons therefor? 4. Will the Minister state (a)
if the need or demand for assessment of blood vessels in patients
suffering from diabetes and vascular diseases have been adequately
satisfied at the Queen Elizabeth Hospital over the year ended 6th March,
2006, and (b) if not, the reasons therefor?

Mr. Richard Sealy (St. Michael South Central): To ask the Minister
of Health: 1 . Will the Minister state (a) Why is Ward A2 in the Queen
. Elizabeth Hospital now not functioning as a ward? (b) if patients spend
excessive periods as much as two days in the Accident and Emergency
before being admitted to a ward as a patient? (c) How many beds are in
the Medical Intensive Care Unit (M I C U) as at 6th March, 2006? (d)
whether the M I C U so constituted can meet the current need and
demand for the services that should be provided by such a facility? (e)
what plans, if any are in train for increasing the capacity of the M I C U
to deal with the increased demand likely to be occasioned by the influx
of visitors during the World Cup 2007 exercise?

Mr. Richard Sealy (St. Michael South Central): To ask the Minister
of Health: 1 Is the Minister aware (a) that many re-agents in the Queen
Elizabeth Hospital lab are continuously out of stock and therefore thyroid
function tests and other specialized tests are not available on a regular
basis? (b) that the Department of surgery has run out of proline mesh to
fix hernias and this is problematic when large hernias are to be operated
on? (c) that no Emergency Operating Theatre is available during the
day, therefore life and death emergencies have to take priority and elective
surgeries are “bumped” leading to cancellations and gross patient
dissatisfaction? 2. Will the Minister therefore state what plans the
government has for ensuring that the Hospital has adequate supplies in
all its Departments and what plans are being formulated to have the
Emergency Operating Theatre operating on a twenty-four hour basis?

Mr. Richard Sealy (St. Michael South Central): To ask the Minister
of Health: 1. Will the Minister state (a) whether the X-ray room in the
Accident and Emergency room is functional as at 6th March, 2006? (b)
if the answer to (a) is in the negative for how long has the said X-ray
room not functioned? (c) if as at 6th March, 2006, there are adequate
supplies of appropriate X-ray film in the correct sizes? (d) if the answer
to (c) is in the negative for how king has this situation obtained? (e)
if incorrectly sized X-ray film has been used at the Queen Elizabeth Hospital
so that sub-optimal X-rays have been produced? (f) if as at 6th March,
2006, ultra-sound tests are available at the Queen Elizabeth Hospital ?
(g) if the answer to (f) is in the negative for how long has this situation
obtained? (h) if the Queen Elizabeth Hospital is at 6th March, 2006,
renting an ultra-sound machine? (i) if the answer to (h) is in the
affirmative (z) what is the model of machine and (ii) has the staff been
trained in its use?

On 28th November, 2006 Mr. D. J. H. Thompson spoke and moved, seconded by Mr. R. L. Sealy, that the resolution do now pass.
